It would appear that they stopped providing audio description as of season 10.
I checked the first episode of season 9, and it had description, but season 10
does not.
Neither did season 1.
I'd suggest you contact Netflix and see if they goofed, or if the show simply
no longer provides audio description.

Which season of Criminal Minds are you on that is not giving you the
description?
I have not followed that show, but if you tell me which season and episode, I
could test it and see if maybe for some reason it just isn't described.
