I haven't yet run into the problem with selecting a delivery time, but who knows; an update just came out. However, I had a problem rating the delivery I had last week. That part of the app used to be accessible, too. But last week, I couldn't get the picker to speak the number of stars. Whatever rating I gave it made the support people write back to me to find out what went wrong, so I explained. We'll see what the most recent update fixes or breaks.
