I use Wunderground (from Weather Underground, free). It tracks your current location, and also allows you to specify multiple locations for notifications. It also gives you a lot of weather and forecast info on screen if you want it, along with the severe weather alerts. You can also specify the types of severe alerts you want to be notified about.
Supported by ads, which you can pay to remove, although with Voice Over I don't notice them at all.
