The way i get around this is with iTunes match--that way all of my
devices have access to my music through the cloud. I also use Spotify
a lot. But you have to pay for those things.

I haven't tried this with playlists, but the solution elaborated
yesterday worked for other things. Namely: open the file you want,
then click "share" and see if there are options to download it
directly to any apps.
