Hi Prakash, I don't believe that the reading speed options are currently compatiable with Voiceover. I have low vision and use a combination of voiceover and magnification. To change the reading speed on the podcast app, what I do is first locate the play/ pause button at the bottom of the home screen of the Podcasts app. If you flick on the actual play pause button, it will move to a new screen which has the current podcast which is being played. This second screen has an option for the reading speed which can be adjusted up or down from 1/2 to 2 times the regular reading speed by tapping on it until you reach the desired speed.
