I can confirm that in the bottom left corner of the native Podcasts app screen while an episode is playing is a playback speed button which VoiceOver speaks. Double tapping while focus is on this button will cycle from 1X to 1.5X to 2X to -.5X, and back to 1X. In the bottom right corner of this screen is the sleep timer button.

For those who may be interested, at the bottom just before the very last line that has Unplayed, my podcast etc. menu, you will find text that sounds like Mini-player Playback progress one minute, thirty seconds of forty-six minutes, forty-eight seconds If you double tap here the now playing screen will open and the speed can be adjusted here.
