Well, I use it for some days as well as Voice Over Stopwatch and Timer. The answer to your question is YES, it can announce the time while beeing completely closed from the App Switcher. I set it to announce the time for every hour betwenn 8 AM and 9 PM and I disabled notifications since I don't want to get alerts or banners on the screen. Last night I killed it from the App Switcher by accident and my phone let me know it is 8 AM this morning. I still didn't try the URL method but I believe it could be quite usable for starting or stopping the clock with certain parameters. The apps from this developer are accessible and possibly very usable but the lack of decent documentation is a huge drawback. Mastering the app possibilities and abilities are mostly the hit and miss method and I still didn't get along with Stopwatch and Timer.
