the battery drain is negligible for the iPhone SE, 6S and 6s Plus because these models have a separate microprocessor for always on background activities like listening for voice commands. It does drain the battery slightly though, which is why the feature is disabled in low power mode. The benefit of an always on voice assistant is more important for many than the slight battery drain that occurs.
The feature should not be activated on earlier models as it will definitely drain the battery because the processor is expending energy to listen for voice commands as if the phone were on and unlocked.
