Hi! The Voice Over Clock is free and easy to use. You can set it to announce the time as you wish but I'm not sure does it only speak or it has sounds besides speech. It speaks in English, German, Spanish and Japanese and I believe it uses iOS system speech. The other one is Cqo Clock or something like that but when I was using it it required to be opened for time announcements. The Voice Over Clock, when started can be removed from the App Switcher and it still works.
