Hi Brian, You may just simply put a finger over the speaker port at the bottom right of the phone before you say "OK Google". Voiceover on my 6S Plus also says "Cancel", but it just doesn't seem to make a difference, I just wait a moment until it's done saying "Cancel" and then ask my question. Of course turning Voiceover off with a 3-finger double tap does solve this and also avoids Voiceover speaking at the same time when Google self-voices an answer to your question.
