For others interested or for reference, this is also exactly how one navigates
through a long list of people within the Contacts app.
Touch the center of the screen with one finger, then 3-finger flick up or down.
Flick left and right with a single finger to make refinements as this flick
will convey the name of the current person so you know where in the list you
have placed focus.

pages, it is sometimes necessary to first, touch the screen with one finger in
order to activate focus.
So, when you're ready to scroll down, first, simply single-finger touch the
