OK, here is my update on sounds. This might help someone else when checking through and doing all the things that could be wrong.
I have been desperate to find a way to stop notifications when I am on the phone and especially when reading. I decided to try do not disturb. You cannot just turn do not disturb on and off. I entered it and turned on manual and then at the bottom under heading silent selected always. The thought that I might have do not disturb on persuaded me to check. Um, forgot to switch it back to schedule and from always to on locked screen. Thank you for that possibility! I sure wish Apple would give an on and off to notifications.
