In many apps, if you put you iPad mini in portrait mode, you'll see one big pane, as long as you don't have orientation locked, I believe this is changed in the control pane, by swiping upfront the bottom of the screen. I'm more a zoom/large text user, so I'm not sure of the gesture to bring that up with VoiceOver.
