Marie, Facetime is integrated into iOS and while there is an actual Facetime app, I never use it and instead simply ask SIRI to make a Facetime call or Facetime Audio call or I go to a contact and use the appropriate button. Also, while there is no need for an app, Facetime has to be turned on in Settings > Facetime and for it to work you need to be on Wi-Fi or have a cellular data connection.
