Marie, I have have had this problem from time to time with the 6S. I have found that Siri gets me out of the problem. I askSiri for voice-over to be put on, assuming that it is turned off, and Siri sometimes says that it is already on. I therefore say turn voice-over off. After doing this I can then ask for voice-over to be put back on once again and it then works!I think it is another of those voice-over bugs and I must report it. I am really waiting to see whether it happens to me with iOS 10.
