Hi Kimberly, The difference is that the "Reply To" function replies back to the person who sent you the message. If you tap on Reply on a message you sent you are replying to yourself. If you select "Forward" then the "To" field is blank and you need to address the email to a recipient, it is meant for situations where you receive an email from one person and instead of replying back to that person you want to forward the message on to another person.
