The same way as always, use a 3-finger swipe or use the slider at the bottom and lick up/down. Only thing to remember is that if you are using the new functionality to move an app out of a folder you can't press the home button to get out of the folder after you marked the app you want to move since this will stop the process, you have to use the scrub gesture to close the folder, then go to where you want the app and drop it via one of the rotor options.
