But that's no different from how it used to be. It's just that the whole process is easier now. You can either flick two or explore to the app where you want to move your new app. Then the rotor options will let you make a folder with that app or place it before or after the app that you just focused on. Only thing to remember is that if you are using the new functionality to move an app out of a folder you can't press the home button to get out of the folder after you marked the app you want to move since this will stop the process, you have to use the scrub gesture to close the folder, then go to where you want the app and drop it via one of the rotor options.
