Yesterday I had something similar happened: I turned on my iPhone, which I hadn't done since before the update, and when booted up, it gave the screen that you normally associate with initial set up, where you get hello in the different languages. It said something about an activation lock, that my phone was associated with a given Apple ID and that I had to sign in, which I did. After entering my password, everything was how I expected. I looked in settings, and I was still in iOS 9.35. Never have had anything like that happen before.
