A Verizon phone bought on contract will work only on Verizon's network. An unlocked phone bought at full price from Apple can be activated on any carrier and you could, for example, take out the SIM card if you travel to somewhere in Europe or Asia, get a SIM card over there from a prepaid provider and put it in to get local service hence you would not encounter roaming fees. In Europe and Asia you can easily buy prepaid data packages as well. North America (the US and Canada) is one of the most expensive places to have a cell phone plan.
