messages, games, emails, will still vibrate just fine, when
muted.

I can also confirm this on my iPhone6S. The vibration setting is
on in
settings/general/accessibility. When the mute switch on the side
of
the phone is set to silent, and VoiceOver is on with speech, the
phone
only seems to vibrate once when an incoming call is received and
in my
case the caller's name or number is announced. When disabling
speech
with the two finger double tap and the switch is still set to
silent,
vibration is constant as the phone is ringing.
