Yes, you can, but hearing what is going on works a lot better with VoiceOver disabled.

Hi, actually, audio game hub will work with voice over enabled, despite what it says. Yes, true enough, you won't have pictures if you have screen curtain on, but I can't see it matter, whether a non sighted has pictures or not.

That really narrows down your choices a lot. Do you like dice games?
If so, try Dice World, it is 100 percent accessible with VoiceOver.
There is also Audio Game Hub but you would want to turn off VoiceOver,
which if you have it set up, you can just triple tap the home key to
disable VoiceOver and then triple tap it again to turn it back on.
Trivia Crack and Trivia Crack Kingdoms are both great if you like trivia games.

Subject: Wanting some information about accessible games

Hello everybody,

I would like some information about accessible games please, that I
can play on my iPhone 5s. I don't really want any game options that
require me to turn off voice over. However, I do have audio archery
that I do enjoy playing sometimes.

I am looking for some games where I can challenge myself, but that
they won't be so difficult I won't really ever get them at all. I'm
not really into car games. I like to know, and things of that nature.
But I've never understood how to play poker, or solitaire. So things like that are out.
I'm sorry, that was supposed to be card games, and Uno.
Are used to play word association. I did enjoy that to a point. But
then I got frustrated with it, because I am not the best at guessing
words like that.
So if anyone has any ideas for me, I would really appreciate it. I
don't want to have to do a whole bunch of different sort of gestures
to make a game work. Yes I know, I probably sound picky. But that's
just what I prefer. I might be willing to pay a small price for a
game, if the game is truly accessible!

If anyone can help me out, that would be just awesome! If there is a
slight I can go look at, I would do that. But I want to hear from
other people as well. Thank you so much for any help, or advise that is offered to me.

Terri
