Hi Carol, I just checked it out and it seems the same as always. In the Mail app go to the button to the right of your VIP mailbox that says "More Info for VIP". Here you see a list of all your VIP contacts and underneath is "Add VIP". Voiceover does not say it's a button or link, but when I double tap it my contacts open up and I can select who I want to add. Maybe you wwent into the VIP mailbox itself instead of tapping on the More Info button, but that is always how it was as far as I remember.
