Yes, that may be true if you don't have a card associated with your account. Most people, however, do have a credit card associated with their account and in that case in-app purchases are happily getting billed to the card on file. It is said that Apple has the largest collection of complete user information with names, addresses, phone numbers, email accounts and payment information in the world. They are probably the constant target of hacking attempts as well, let's hope they are smarter than the hackers and have very good encryption.

Unfortunately you can't set restrictions for turning off/on things like WiFi or Bluetooth, but you can also restrict the Camera.
