Mary is correct, there is no way Apple would offer a refund for an app which a 
developer has possibly abandoned completely. For all you know some developer 
who came up with the greatest $1.99 Fart app 6 years ago has by now died of 
severe bloating and while he may continue to fart away int he app store, Apple 
of course can't very well ask him for a refund and Apple, which initially would 
have received 30% or whatever they collect from all sales will certainly not 
refund people for apps that have come and gone, the app store is full of these.
Then there are apps like Fleksy for which people paid I think $15 when it first 
came out, then the price dropped and a couple of years later it was a free app 
and remains so, Tap Tap See is another example of a paid app which first went 
to a subscription model and which now is free. Officially Apple doesn't even 
have a policy in place to provide refunds for apps which turn out not to be 
accessible although if you ask for a refund for such an app in a reasonable 
period of time and give a reasonable explanation they normally will give a 
refund.

I've never heard of anything like that before. I don't know of any rules that 
Apple would have forcing devs to give refunds if they abandon an app that 
people paid for.
