If the factory defaults are standard, you should be ableturn on VoiceOver by triple tapping the hbutton after you power it up. Note, that it may spechspeak in a variety of languages when you touch the screen after that, but just double tap and it should default to your language, so if you are in the United States, English, etc.
You may want to get the book, Getting started with the iPhone from National Braille Press which can be downloaded in word format, and other formats. She walks you through from the beginning and more.
