I have the same problem. We have a newborn at home, and this alarm is waking him up!

I have my ringer volume set to 25%. I also have turned my VO volume down to 25%. When I set an alarm and the alarm goes off, VO becomes super loud until I deactivate the alarm at which point VO returns to its normal volume. I have the same problem with VO becoming super loud when I make a phone call. Neither of these problems were present before iOS10.
