Hello Mary, To block a number, it does not have to be in contacts. You can go to your recents tab and tap on the more info button. You can then find the block this caller option and double tap it. If you ever want to unblock it, the number will be visible under the call blocking settings. This is the way it is on my iPhone running iOS 10.1.1 and I can not imagine that this feature would have been changed for iOS 10.2. Also, if you are looking to block or be warned of spam calls, an app like Hiya is able to do this thanks to the new call kit functionality built in to iOS 10.
