You probably don't want to change the ringer with the volume buttons. So
you're going to want that off. that volume in settings is the
ringer/alarm volume. Set that where you want your ringer and alarms
volumes to be. Everything else will at that point be controlled by the
buttons on the side. Then you need to go into general settings,
accessibility and then voice over. flick until you hear rotor and go in
there. Add volume to the rotor and this will allow you to control your
voice over volume. this allows you to have some control over the speech
volume if you need your media/notifications volume louder and want your
speech not so loud. This is very tricky on the iPhone 7, but fairly easy
on the SE. When I had the SE I had the rotor volume set at 35. this kept
voice over down where it wasn't so loud but still gave me the ability to
have media/notifications at a desirable level. So I set the rotor at 35
and then used the side keys to adjust my volume.

volume are together. The best thing to do is to go over to settings and sounds
and set your ringer and alarm volume using the slider and unchecking that box
right next to the slider to only control media volume using the buttons. This
way your ringer and alarm volume will stay where you leave it no matter how
often you change the media volume. You can use the rotor to change the voice
over speech volume where you can have the media volume higher and the voice
over lower if you want. It takes a while to find the right configuration for
your personal use, but you'll get there. It took me about a week before I got
it right and used to it.
