Hi,
  I can definitely attest to your observation that Qoo is no longer available 
in the app store. I tried it a few years ago but found I had to restart the app 
as it stopped speaking after 12 hours. I had mine announcing the time every 15 
minutes.
  I am now using Voiceover Clock, which is a free download. It’s very easy to 
use and set up.
