Hi. First off, for your lifting the phone issue, go to settings, display and brightness and turn raise to wake off.
As for Voiceover saying screen locked, if you turn off sounds in settings, general, accessibility, Voiceover and Audio, you will get the screen locked message again. This is a new feature in iOS 10 where if you have sounds enabled, you don't get that message.
