I too am running 10.1.1, but on an iPhone 6 and use a BT Keyboard. Often, I
find that, when I am not using the BT keyboard, the onscreen keyboard does not
show up! I too have performed the same manoeuvres as you with no success. The
only answer I have found is to, before shutting down my BT keyboard, press the
top righthand key, which, on my Apple BT keyboard, makes the onscreen keyboard
visible/invisible. So, I leave it as "visible" and then turn off the BT
keyboard. So far, this seems to work and my onscreen keyboard has appeared for
me, but next time I use the BT keyboard I have to remember to press that top
right button to make sure the onscreen keyboard is visible before shutting down.
