Sandy, The apple accessibility tech seemed to think it had something to do with Bluetooth as well. He had me turn off Bluetooth altogether after unpairing my amazon basics keyboard and my focus display though none of these actions brought back the keyboard.
I have seen posts from sighted users who say they have the vanishing keyboard problem but no definite cause or resolution. One of the suggestions was to restore the phone completely. I absolutely did not want to do this which was why I called apple accessibility. In any case, it's a thorny problem and I hope Apple gets it resolved in a future release.
