Hello Jeffry, As I do not know what version of Outlook you are using, let me state that in addition to configuring your iCloud Control Panel as Sieghard has indicated, you must also make certain that you are accessing the iCloud Contacts in your Outlook application.
In short, one can have as many Contacts folders in Outlook as one likes but only the one created/linked to one's iCloud account is synchronized. Sometimes, it would be so much easier to explain these kinds of things via a conference call instead of attempting to do so via email. Just do a quick Google search on using iCloud contacts in Outlook version x, where x is the number of the version of Outlook you are using, and you should find detailed explanations that should help.
