Thanks Mark, yes, I am keeping only the one contacts file on my computer, and 
it's in the iCloud section of my Outlook folders. Although I have an iCloud tab 
in the 2016 Outlook ribbon, the only button that isn't dimmed is the refresh 
button, and pressing it just dumps me back down into whatever note I'm writing 
at the time. Seems like there ought to be a trigger somewhere to make the sync 
happen.

Will take your suggestions to Google on the issue.

As I do not know what version of Outlook you are using, let me state that in 
addition to configuring your iCloud Control Panel as Sieghard has indicated, 
you must also make certain that you are accessing the iCloud Contacts in your 
Outlook application.

In short, one can have as many Contacts folders in Outlook as one likes but 
only the one created/linked to one's iCloud account is synchronized.  

Sometimes, it would be so much easier to explain these kinds of things via a 
conference call instead of attempting to do so via email.  

Just do a quick Google search on using iCloud contacts in Outlook version x, 
where x is the number of the version of Outlook you are using, and you should 
find detailed explanations that should help.

If I open iCloud Control Panel I have the following option:
Contacts, Calendars, and TasksWith Outlook check box not checked

In my case I don’t have it checked because both my laptop and my iPhone are set 
up to connect and sync with my @Outlook.com email address so any changes I make 
on one device are synced to all other devices where that account is set up.

I noticed that the contacts on my iPhone do not reflect the changes I’ve been 
making in Outlook contacts. But, hwen I open the iCloud program on my Windows 
10 desktop, I find nothing to initiate any kind of syncing. I do have bookmarks 
and contacts checked, so that looks right.
