Thanks Mark, yes, I am keeping only the one contacts file on my computer, and it's in the iCloud section of my Outlook folders. Although I have an iCloud tab in the 2016 Outlook ribbon, the only button that isn't dimmed is the refresh button, and pressing it just dumps me back down into whatever note I'm writing at the time. Seems like there ought to be a trigger somewhere to make the sync happen.

In short, one can have as many Contacts folders in Outlook as one likes but only the one created/linked to one's iCloud account is synchronized. Sometimes, it would be so much easier to explain these kinds of things via a conference call instead of attempting to do so via email. Just do a quick Google search on using iCloud contacts in Outlook version x, where x is the number of the version of Outlook you are using, and you should find detailed explanations that should help.
