Hi,

The only way I know to turn on the speaking bar or turn it off for good is to 
go to settings/General/Accessibility/Speech and use the Speak Screen toggle. 
The speak screen feature can be useful for reading books in iBooks with the 
screen locked, but the speaking bar can definitely get in the way the rest of 
the time.

If Speak Screen is on, you can start reading the screen with the controls on 
the speaking bar or ask Siri to read the screen. If you're in iBooks at the 
time, you can lock the screen once the page starts reading. Use the speech 
screen in Accessibility Settings to set the voice and speaking rate for this 
feature.
