I guess those where the speaking bar suddenly pops up are those who have turned 
 it on in Settings and they can simply turn it off to avoid it in the future.

Anna has provided the settings below to turn the speak screen feature on and 
off and I thought I'd provide the gesture to begin the speaking. With the 
feature turned on, placing focus on the topline status bar on something like 
time followed by a two finger swipe down will place the speech bar smack in the 
middle of the screen and start speech. The speech bar covers most of the screen 
from left to right and is about half an inch tall. It contains a number of 
controls and has an X in its upper right corner to exit it. Jonathan Mosen did 
a podcast explaining the speak screen feature a couple of years ago.

The speak screen feature can be useful for reading books in iBooks with the 
screen locked, but the speaking bar can definitely get in the way the rest of

If Speak Screen is on, you can start reading the screen with the controls on 
the speaking bar or ask Siri to read the screen. If you're in iBooks at the 
time, you can lock the screen once the page starts reading. Use the speech 
screen in Accessibility Settings to set the voice and speaking rate for this 
feature.

I accidentally did some gesture that enabled the speak screen bar or something 
like that on my phone.  I just rebooted my phone and that seems to have cleared 
it for now, but I don’t know what I did to accidentally enable it and/or what 
people use it for.  Any comments for me on this?
