That's the thing that I'm not able to find since upgrading. I can't find the
compact/high quality voice option in either VoiceOver option or within
Accessibility. 
I thought maybe that my compact voice option had somehow been switched over
the more scratchy high quality voice, but when I went to look for that
toggle, no dice.

Do you mean that the voice isn't as good quality?

As of iOS 5 (last year's update), VoiceOver comes with a set of very decent,
but still lower quality, voices by default. These are called 'compact'
voices.

A higher quality voice will eventually download for your primary language.
To get it to download, hook up your phone to power, make sure it's connected
to WI-FI, and then lock the screen. The voice should download within a few
minutes, after which it'll be activated right away. Thereafter you can
enable or disable the 'compact' voice by heading into
Settings/General/Accessibility/VoiceOver.
