This means iOS removed the full voice (for whatever reason). The voice will be recovered at some point, whilst your iPhone is plugged in, has wifi access, the screen is locked, and you are not using the phone. For me, it took four days the last time VO removed my full voice. In my case, the full voice was removed because I changed my default language to Australian English. VO keeps only one full voice since each voice is a couple hundred MB.
