Traci, I have not heard of that weather app. I'm more picky about what I spend money on, so a $4.99 app better be worth the cost for me. If it is for you, then try it. I've set Dark Sky to not use my location in the background, but only when the app is open or one of its features is visible, like the Today widget for Dark Sky. This is the great thing about multiple apps in the same category: lots of choices. And who says you need to stick with just one app of a certain kind. Regarding your concern about accessibility, when I am wondering how accessible something is, I do a search on AppleVis. If there's no app directory entry or podcast there, then I will consider the cost if any of the app and go from there. If you do decide to brave the waters, then you could help to make the app more accessible by providing the developer feedback. They probably have a website where they receive feedback through, but you could also leave them a negative review in the app store.
