Terri, As long as you have your Apple Id you can certainly pay your Dollar for the 50 Gb storage, but if you don't have any iOS devices and only an Apple TV I don't know why you would want iCloud storage. It is for backing up documents and photos to iCloud and not much else.
As for your question about Android and Apple Music you would be better off joining an Android list, it is not exactly on topic for an iOS list. A few lists were recently posted here, if you go to the archives and search for "Android list" I'm sure you can find it easily enough.
