I find sometimes SIRI is a bit crazy or unreliable it resolves itself after a 
few days. It could be Apple is upgrading some servers or SIRI itself, you can 
definitely try to close all apps and do a reboot, if that doesn't help you can 
try a reset network settings which would require you to reconnect to your WiFi 
or you can also turn off SIRI and dictation, then reboot your phone and then 
turn them back on.

A friend of mine had the same problem earlier in the week. She ended up having 
to restore her phone before the problem was resolved. She had tried absolutely 
everything!
