I guess it's lucky nobody was at the top of that ladder and you knocked it over *smile* Maybe somebody had to go on the roof of the business to perform a repair and I'm not so sure somebody in that situation would have to erect some sort of barrier around the ladder which after all is not there permanently but only temporarily leaning up against the building. It is also up to us to use the correct techniques so we walk safely and it's not as if a ladder only is at head height where there is no way you would encounter it even with correct cane technique or where maybe your guide dog may not react to it. Maybe I am wrong in this, but if I bumped into a ladder I'd probably tell myself to be more careful, to me it's not quite the same as when there is a 6 foot deep hole in the side walk because of construction with no barrier. . This is, by the way, not meant as an sort of statement that your complaint is wrong, it is just how I'd feel about it.

I ran into a ladder that a business propped against the side of its building. Fortunately, just my shoulder and arm grazed the ladder, and I was not injured. There was no barrier to prevent pedestrians from walking into the ladder by accident. I pulled out my iPhone and took a couple of pictures to document for the city to take enforcement action.
