what does this promotion thing do for hte iPad? I also have thought about
getting one but, this is the first time I've heard of this feature and no
idea what it does or is supposed to do if it's a feature apple is
introducing in os 11.
Any info would be appreciated. I am also gonna see what I can find on my
own.

Based on what I have read, certainly have no personal experience, it seems
like this promotion thing is something that's automatically going to happen,
that is, adjustment behind the scenes, not something the user will do. So
why wouldn't have an effect on VoiceOver? I guess time will tell, but I
would be shocked if it made any difference at all to blind voiceover users.

I am not sure about your first question. As for the second question, no
the iPad will not support 3d Touch. The reason is tat the screen is to
big. It is a technical limitation of the technology.
