Except that in iOS 10 what you describe is the hard way to do folders of move apps, the other way which has been described before is much easier and more reliable especially If you are moving an app that is on a different home page.

Then, drag the app into another app that you would like to group in the same folder. The iPhone will automatically generate a name for the folder based on its contents.
