I have never used the Apple TV app for PBS. But on the regular PBS, I have also never heard audio description when there was simply something that was caption because it was in a foreign language. I know PBS has some programs with audio description, but have never seen it on foreign language interviews etc. I think you would want to turn on captioning for that, that is regular close captioning. So if VoiceOver becomes able to read subtitles or close captions for the deaf, then the thing you want might become available.
