This is interesting and definitely this has changed in iOS 11. In iOS 10 and 
before if you turned off bluetooth or WiFi in control centre it was actually 
off. Now Maria is correct, I just turned it off in control centre and when I 
went to Settings > Bluetooth it said bluetooth was still on and it just said in 
control centre it was “not connected”. Prior to that it said in control centre 
it was connected to Sieghard’s Apple Watch, before iOS 11 the control centre 
icon would not give that information.
I wonder if that is a bug, sort of makes no sense to have WiFi or Bluetooth in 
the control centre for quick access if you can’t turn it off there anyways.
If you ask SIRI to “Turn off bluetooth” it will actually turn it off.
I’ll have to ask a sighted person to turn it off in control centre without 
Voiceover and see if that turns it off or if it also behaves the same way as 
when Voiceover is on.

If you turned off bluetooth from the control center that doesn’t totally 
disable bluetooth. To turn it completely off you have to go to your bluetooth 
settings. Same thing with wifi.

I noticed that same thing with the Bluetooth on my iPad mini two. I had 
Bluetooth off before the update, but I guess the update forced tBluetooth on, 
and my status bar said Bluetooth was connected, which it wasn't. So I turned it 
off and that was that.
