If you ask SIRI to “Turn off bluetooth” it will actually turn it off. I’ll have to ask a sighted person to turn it off in control centre without Voiceover and see if that turns it off or if it also behaves the same way as when Voiceover is on. If you turned off bluetooth from the control center that doesn’t totally disable bluetooth. To turn it completely off you have to go to your bluetooth settings. Same thing with wifi. I had Bluetooth off before the update, but I guess the update forced tBluetooth on, and my status bar said Bluetooth was connected, which it wasn't. So I turned it off and that was that.
