Let me see if I can explain this adequately.
If you have a message thread, as in having multiple messages, and you flick up 
and double tap on delete thread, the setting will remain on delete thread if 
the next message in the list is also a threaded conversation.
If not the setting will revert to “Activate”
Vice versa, if you have a single message and you flick up to delete, as long as 
the next message is also singular, the setting will remain on delete.
It’s going to take some getting use to.

should be the default has gained focus and my next email would open.
In iOS 11 I can delete a message in the described way, but often the rotor 
remains on the delete option and if I'm not careful and simply do another double
tap I also delete the next message where in fact I was expecting it to open.

Here is Apple's response, according to this the new behaviour is not a bug but 
what it should be:

Hello,
 Thank you for your email. The behavior of the rotor in mail has been changed. 
Now when you select an action, such as delete, you then double tap to delete 
the email. If you double tap again, then the next email in focus will also be 
deleted.
The delete action will stay active until swipe up or down to change Actions 
rotor functions, or twist to select a different rotor item, at which point it 
will revert to “Activate” .

Well, you should maybe reassess this change, first of all it is not consistent 
since sometimes (I have not figured out a pattern) the rotor does reset itself 
to "activate" and secondly I have not heard one single comment on the Viphone 
and other lists where Voiceover users appreciated this new behaviour. 
Furthermore, if this is the new behaviour in mail, then why have you removed 
this behaviour from the app switcher? In iOS 10 once the rotor was set to close 
in the app switcher it was possible to keep double tapping on apps to close 
them, now each time after you close one the rotor goes back to activate and if 
I want to close apps using the rotor instead of a 3-finger swipe up for each 
app I have to flick it to close for each new app.
Also, in the Messages app, broken as deleting messages is right now with the 
rotor, it also does not stay on delete after you delete a message and I think 
to 98% of Voiceover users it makes no sense in the mail app. I will post your 
reply on the Viphone list so hopefully many other Voiceover users let you know 
that what I am saying is how most of us feel so hopefully Apple will bring back 
the old behaviour especially since the new behaviour is not consistent. Right 
now even if I want to delete multiple messages I have to flick the rotor back 
and forth each time to see if it still is on delete because otherwise some of 
the time when it should be on delete it opens the message or thread instead, as 
I said, it makes no sense and I'd really like to know who decided that it does.
