She said she has "an old iPhone 6" and that she wants to update to iOS 10.3.
Unless she mistyped it sounds like she is not even yet updated to iOS 10 or 
maybe an earlier version of iOS 10.
I have no idea if somebody is still on iOS 9 if they can go straight to iOS 
11.1 or if they would need to go to iOS 10.3.3 first which is the last iOS 10 
update.

Are you sure you have a iPhone 5s? If you have a iPhone older than a 5s model 
it will not update pass IOS 10.3.

Try restarting your phone. If it still prompts for that, maybe go ahead and 
update, then check for updates again.
